Do you think public education should be subsidized by the federal government only?

it seems unfair to me that not all kids in the u.s. are receiving the same education as those living in different states. i live in new york and people who would move here from the south would be placed a grade or 2 below where they should because they could not p the states regents standards. so would you agree to give the federal government more power for equal education or just leave it to the states?
