Crazy postman, please help?

I have a postman who always hares me, what steps can I take to solve this agitating problem? I need to report him, because he obviously has really bad comprehension. I mean, I wait and watch until he puts all the mail in the boxes of the apartment, I see him pull away and then I try to retrieve my mail to avoid him, and I'll see him sitting in the truck. Then he comes over. Who can I file a complaint with the post master general?
